Abstract:
The concern with sustainable socioeconomic development of the countryside in Brazil, from 2003, led to the creation by the Federal Government of the Rural Identity Territories and Citizenship Territories, which has contributed to the strengthening of the peasantry through its insertion in public programs and policies. Territorial management takes place in a participatory manner through the Territorial Collegiate and has the Territorial Plan for Sustainable Rural Development (PTDRS) to guide the public policies that are necessary for the legitimate development of the territory. In this context, this paper aims to analyze the participation of Jataí-GO settled families in the Food Acquisition Program (PAA) and the National School Feeding Program (PNAE), as well as the renegotiation of their debts, with the objective of to assist in the production of the PTDRS of the Parque das Emas Rural Identity Territory, in Goiás Southwest. For this work, the following methodological procedures were necessary: theoretical research, documentary research and field research. In the field research, semi-structured questionnaires were used, consisting of open and closed questions in order to obtain information on the production in the settlements destined for PAA and PNAE and also on the existence of debt with financing. It was possible to realize that the settled families see the programs as a way to obtain a safe income. However, the lack of technical assistance, the PAA's delay in starting to receive food in 2015, leading to a loss in production, and the lack of transportation to bring the food to the PAA and school meals unit in Jataí-GO city are obstacles that these programs have and that even prevent the insertion of more settled families. The debt existence with financing was also found in the settlers. Among the families with financing, few managed to renegotiate or repay their debts and attributed this difficulty due the lack of guidance from banks and other institutions. It was also found that many families are unaware of the existence of the Parque das Emas Rural Identity Territory and Jataí-GO's participation in it and, therefore, do not have a space to expose and discuss the problems experienced in the settlements. Therefore, it's understood that more disclosure of the Territory's existence is needed and encouragement for more families to participate in its actions and discussions, for example, in the elaboration of the PTDRS.
